What was the technical difficulty in Spec Ops 13?

I got an email from PD apologizing for the technical difficulties in Spec Ops 13 and giving me 440 UISO-8. Does someone know what was the problem? I had absolutely no problem with UISO-8, but maybe someone else had. Anyone knows what this is all about?
