The only way to recruit Thor (Jane Foster) and Blue Marvel is to complete the list of Tasks.
One of the Tasks requires the defeat of an Epic Boss. This can be done by having the requirements needed to unlock the Epic Boss or by skipping the task by paying 30 Gold.

Send a blaster to watch the main approach to the High Evolutionary's lab now that we know where it is. We don't want any surprises as we finish the operation.
"The fight lands in Wakanda, where both sides battle over the stores of Vibranium. Those who control the Vibranium control the world." — Mission Preview
A HYDRA strikeforce is going after one of the Vibranum mines. They think they can hit us while we're distracted. Send a blaster to teach them otherwise.
Send a hero to observe the wakandan military base closest to our operating base. If T'Challa's going to send his army after it, we should have some warning.
Man-Ape has taken a personal interest in getting his hands on some Vibranium. We haven't seen him, but the intel is good. Send Red Hulk to guard the target location.
T'Challa has shared the locations of all known Vibranium deposits and facilities. Send a scrapper to do a sweep and see which of them is most threatened by White Gorillas...or our formar friends.

There's only one way to get to Utopia. Send a tactician to watch the strait between San Francisco and the island. We need to know who's coming and going there.
Stark and his friends are collecting Ultrons. Many of them are deactivated, but some of them seem to be working just fine. Send a hero to get an inventory of what was at the mech holding facility that Ultrons came from.
We're accounting for more and more of the Ultrons, but every pair of eyes in the field means we're going to get them taken care of faster. Send a blaster on an Ultron hunt.
We're seeing Test Subjects in the area. That's a pretty strong hint that the High Evolutionary is nearby. Sweep them up and see if they're coherent enough to lead us to his lab.
Iso-Sarus have cornered a field Team looking for an old HYDRA base that might be ine of the High Evolutionary's hideouts. Jessica Jones is in the area. Send her to help.
Send an envoy to Sauron to let him know what we're doing. We don't Need him getting his wings in a Twist and starting a war while we're hunting the High Evolutionary.
Sen a tactician around to make sure everyone knows what the Agent experienced in the potential Futures. We Need to make sure the rest of our assets are on the speaking Terms again.
We're seeing a couple of Ultron drones at the edge of our operational area. Not sure where they came from, but Beta Ray Bill is Close by. Send him over to neutralize them.
