THE HOOD AND DORMAMMU: Monograph by Doctor Stephen Strange.

Parker Robbins, the career criminal who has come to be known as The Hood, has achieved a position of power within New York’s occult underworld. His benefactor, and the being who conveys upon him the powers of the Hood, is the mystical demonic entity known as Dormammu.
Robbins at first believed otherwise, thinking that he had achieved magical powers through a pair of boots and the hooded cloak that conferred his moniker. The revelation that his patron was in fact Dormammu set him on a new and more ambitious course.
The Hood reliably fulfills Dormammu’s orders, and is a powerful asset for Dormammu in this world. Recent developments indicate that the Hood has been uniting underworld factions under the banner of Hydra’s magical resurrection efforts—which themselves are borrowed from techniques long used by the Hand.
The currents of power in this complex relationship all appear to lead to Dormammu. The dark portals used in the resurrection ritual use the energies of Dormammu’s Dark Dimension, and the Mindless Ones have acted as foot soldiers to protect these rituals in progress.
From this it can be extrapolated that Hydra and the Hand are pursuing a common goal, and that Dormammu is willing to allow their objective to be realized. The Hood is the primary agent and liaison, since he commands the Maggia as well as the respect of the other involved organizations.
Dormammu’s ultimate stated goal is to escape the Dark Dimension and destroy myself while achieving dominion over our world. Over the decades (and, it is speculated, centuries), he has used a number of deranged humans as pawns. The Hood is the latest in this lineage of Dormammu’s earthly servants, and perhaps the most powerful. With the chaos of the Pulse and Iso-8 disrupting traditional alliances and creating new sources of power, Dormammu no doubt sees an opportunity to escape the Dark Dimension once and for all. The Hydra/Hand series of rituals, managed by the Hood, may well make that possible

While on vehicle patrol in the area of Lexington and 56th Street, I observed suspicious activity. A group of what appeared to be uniformed men were clustered around a civilian dressed in jeans and hooded sweatshirt. The uniforms did not appear to be US Army or S.H.I.E.L.D..
I called for backup, exited my vehicle, and identified myself. The civilian said, “Get out of here, boys. I’ll take care of this.” The uniformed persons scattered but the civilian remained. I drew my weapon (see attached Use of Force report) and asked the civilian to identify himself. He identified himself as “The Hood.” I asked if he was the criminal who went by that name. He acknowledged this. I placed him under arrest at which point he suggested that I could not compel him to do anything: “You can’t arrest me, cop. You can’t make me do anything.”
The Hood then performed some kind of motion with his hands. Taking it to be a threat, I fired my weapon five times (see attached Use of Force report). I observed three of the shots hit The Hood but he did not go down. An oval of orangish light appeared next to him and he stepped into it. As he did the parts of his body inside it were not visible. The Hood said, “I could take you with me, cop. I could show you something that would leave you a drooling mess. But right now I’ve got more important things to do.”
When his body had fully entered the oval of light, it vanished and so did The Hood. I remained at the scene until backup arrived. S.H.I.E.L.D. personnel arrived near the same time as NYPD backup and assumed control of the investigation. S.H.I.E.L.D. personnel interviewed me but refused to answer questions. Identities of the uniformed personnel are unknown. The Hood’s whereabouts are unknown.

Unique Weapons: Robbins’ cloak empowers him a number of ways, allowing him to walk on air, become invisible, shoot hellfire bullets from his twin pistols, and transform himself into a more demonic form. The Directorate of Technology would very much like to get its hands on this cloak to learn how it accomplishes this.
Known History: Parker Robbins’ father used to be one of the Kingpin’s underlings. He died, the mother was in the hospital, and Parker drifted into a life of petty crime. Robbins tried to rob a warehouse and ended up coming into contact with what he thought was some kind of minor demon.
So he dispatched this “demon” and took its cloak and boots and began using its abilities to become a “kingpin” of super-powered villainy around New York City.
Observations: “I know S.H.I.E.L.D.’s official position is that the mystic arts is simply a different kind of science, but I am afraid this arrogant blindness will lead you into tragedy. Parker Robbins possesses the Cloak of the Nisanti, an artifact long ago smuggled to this plane by Dormammu, Lord of the Dark Dimension, to enact his will on this world through a human’s cat’s paw. I say to you Parker Robbins is the most powerful of these cat’s paws, and no amount of pseudo-scientific theorizing will prove otherwise.
