As we investigated, we traced one source to Maximus the Mad, who apparently still has some of the Terrigen Paragenesis[1] serum he used to create his army for Thanos.

Only now he's brokered a deal to sell his army to Mr. Sinister...in return for what, we're not sure. Could be Sinister wants a piece of whatever the Mandarin and Thanos are planning.
